San Franciscans during the goldrush of the 1850s attempt to maintain law and order in their wild city. Newly arrived Matthew Wayne becomes the marshal and organizes the city police force.
When a series of stage holdups occurs, Matt is sworn in as a US marshal so he can take the case.
